YoAn Kim

YoAn Kim is the Founder and Chief Executive Director of the Greater Philadelphia Asian Social Services Center (GPASS). YoAn is a Vietnam War veteran who served in the Republic of Korea (ROK) Marine Corps. He immigrated to the United States in 1976 from South Korea. He received his BS in Engineering from Temple University. In 1983 he was appointed by then-Mayor Wilson Goode as the Philadelphia Commissioner of Human Services, becoming the first AAPI to serve as a city commissioner. In 1991 & 1995 YoAn ran for a City Council-At Large seat.

Dan (Sung) Park

Dan Park serves on the Board of many Non-Profit organizations. He is an Army veteran, Former Police Officer and the Social Justice Ambassador for PA Human Relations Commission. Dan grew up in Olney in poverty and homeless before. Knowing the difficulty and challenges decided to utilize his skills and knowledge for the community joining GPASS as the Vice President of Operations.

Senior Housing Counselor

David Ly

David Ly, senior housing counselor (HUD certified), is dedicated toward helping families and individuals achieve their housing goals. Drawing from his own personal experience of buying a home, helping his family find housing, and working in the financial industry, he uses his real life experience to counsel his clients. Helping clients get grants and become successful homeowners brings him joy and fulfillment.

Raúl Padró is the Housing Counselor of GPASS. He has over 11 years of experience in education and community work in North Philadelphia and is passionate about making an impact on his local community. Raúl pursued a bachelor's degree in elementary education from Pennsylvania State University and is currently working towards a master's in leadership administration.

DeArlo Kennedy is an adept clinical professional with a 17-year tenure. She obtained her Bachelor's degree in Behavioral Health, with a minor in Psychology, from Alvernia University. She furthered her education by pursuing a Master's degree at Lincoln University in Philadelphia, PA, with a second minor in Psychology. Additionally, DeArlo is a holder of a Certified Drug and Alcohol Certification from the Pennsylvania Credentialing Board. Carilyn Rodriguez

Carilyn Rodriguez and her journey with the Greater Philadelphia Asian Social Service Center over the past five years. Starting as the Rental Assistance Specialist during the pandemic, she transitioned into a Coordinator role in the NAC Program for the city of Philadelphia, and for the last four years, she has been leading the NAC Department. In addition to her current role, she has taken on the responsibilities of a billing specialist for the Energy Department and has been actively involved in helping residents learn and apply for various city programs.
