GPASS Department of Housing Counseling Services (DHCS) a nonprofit 501(c)3 organization that provides comprehensive  housing  counseling, workshops and advocacy  for low- and moderate-income tenants, homebuyers and homeowners.  Our goal is to build sustainable communities through informed housing consumers.  GPASS DHCS is funded by the Pennsylvania Housing Finance Agency (PHFA) and your generous donations.
GPASS DHCS is one of the many successful housing counseling programs in the City. We work to promote housing stability in the lives of the residents surrounding our local area and in the outlying Pennsylvania area by assisting residents in retaining their housing, improving their existing housing and acquiring better housing. Our efforts also help to improve the stability of the community by increasing the number of homeowners, reducing the number of defaults and foreclosures and by improving the housing stock in the neighborhood. Given the billions of dollars that have been invested in fostering homeownership, it only makes sense to adequately fund programs that protect the wealth in the community. 

The services provided through GPASS DHCS Program include:

Pre/Post Purchase Counseling 
Mortgage Assistance Workshop
First-time Homebuyer Workshop
Default/Foreclosure Prevention Counseling 
Rental Counseling 
Homeless/Displacement Counseling 

The outcomes to measure the success of DCHS are found in the number of families who improve their credit status, obtain, maintain or retain home ownership or improve their living situation.   We also look at the number of families who improve the energy efficiency of their homes or obtain relief from the threat of termination of utility service.  Lastly, we look at the amount of resources we assist our families realize in both grant and mortgages.  For example, as a result of DCHS, there were 51 clients whose home have been saved from Foreclosure.  We have over 95 clients that have upgraded or improved their credit worthiness for secured loans.  There were over 200 clients who received various energy services from our one stop shop energy Program.  By achieving the aforementioned outcomes, these clients will be part of a much-needed addition in the neighborhood thus increasing the overall stability in the community.
